With reference to the letter from this Department
of the 6th February, I am directed by Lr.Secretary
Amery to transmit to you, for the observations of the
Lords Commissioners of the Admiralty, the accompanying
Gov.tel. 6 Feb. copy of a telegram from the Governor of Hong Kong
outlining the hostile acts of the Canton Government and
suggesting a course of procedure to be adopted to meet
the situation.
